You may need to open up the Last.fm Scrobbler, click 'Help,' 'Diagnostics,' and then 'Scrobbling.' Since there are so many problems going on with the site, then there may be tracks that were cached. If there are, then you need to click 'Reconnect.'
Or they might be from your iPod, if you have one, and Last.fm just hasn't recognized those spins yet. In order to get them updated, do the steps as above, except after 'Diagnostics,' click 'iPod Scrobbling,' choose 'iTunes automatically manages my iPod' (if that's how your iPod is set up), and then click 'Scrobble iPod' and let it set there for about 30 seconds to see if it finds any tracks that it hasn't scrobbled yet.
I really don't know any other reason they'd be off by that much unless you accidentally have the plug-in turned off at times. My numbers are the same on both for the new songs. (It's off for older songs because my computer crashed and has reset the play counts on my iTues quite often.)
