Nah. At this point, she's too influential not to be a legend. You don't have to reach the same levels of success as someone else to be mentioned in the same conversation, or have the same impact (you could even have greater impact in some areas). If we're going off of "levels of importance," with that ideology nobody would really be considered a legend sans for Michael and I guess Madonna since others haven't reached their levels of success?
Success is all relative anyway. Brandy was one of the original teen queens (if not the original) and owned the 90's, but I wouldn't say her success didn't trail into the next two decades. So many artists from that time period have all but disappeared, but Brandy is still singing, acting, influencing new talent, and is now starting to be tributed for her own contributions to music.
