GaGa started to do it a lot during the Born this Way era but she does not use it now for 'Joanne'. It's not a difficult technique tho I can do it. But what is it called?

With Xtina it's just lowering her larynx, Gaga was generally fine. SHe might have been a bit throaty at points idk I couldn't be bothered to finish it
