Sadly Twitter is not popular in my country (like really it isn't). And I could possibly get like 5-6 friends at my uni who does have Twitter.
The only thing I could do was to follow these popular pages, they certainly did follow me back. Other than that I rarely could get a real follower. Not that I care about the number but since knowing that I don't have real people, it's just makes me not into it.

You just follow ur friends and online friends if u have any and tweet about **** that happens in your life or about your fave or whatever. It's not serious.
You just need to give it time. I don't really have friends to add on that. You're a gaga fan so you could find a lot of Monsters to follow. I started from nothing really and just started adding people who share my interests/views eventually I got to 200 somehow
You can start by following some of the members on this forum who have the same music taste as you (try going to the Gaga base and ask for some of them to share their Twitter accounts maybe?) and they will probably follow you back. Once you start following them you'll also be able to find more accounts that you enjoy.
