All Lives Matter is a slogan to counteract Black Lives Matter, meaning "we're all equal" which is a lie.
We're not equal - unfortunately. Therefore, BLM and any other disadvantaged group in society has a human right to demand equity. Equity ensures that those who don't have the same opportunities as the ever-dominating white male have a better chance where they would not have because of their race, gender, national origin, religion, physical or mental disability, medical condition, pregnancy, marital status or sexual orientation. This is discrimination and it is illegal in most countries.
What are they doing for all these lives that matter? I never see them protesting or advocating for equality in matters and situations in which you would think they should/would have something to say.
It doesn't really have a purpose. If you want to be COMPLETELY literal, then yes all lives matter.
However, it's just extremely transparent that people only started saying it once the BLM movement gained traction. It's super tacky and it doesn't serve any real value.
PS, if All Lives Matter, then start acting like it.

Exactly. I haven't seen them do anything for anybody's life. Its like they're always a footnote to the #BLM movement. They don't function independently? I find this weird.
