Because those countries are still developing. When there's a huge emphasis on female education and employment, better medical services, increase in household wealth, and political stability those countries will see huge drops in birthrates.
China is a special case, after the one-child policy there's too many men and not enough women. The population of China will decrease, in fact the population could've been way higher had the policy not been implemented.
