Most legends are also icons because of their ubiquity and memorable imagery attached to their names. However, not every pop icon is referred as legendary (Cyndi Lauper, the cast of "Friends", Macaulay Culkin, etc.) because they don't have long-lasting impact. It's relatively easier to have one iconic moment compared to changing the entire landscape of your genre like legends do.
