Because I'm so attached to 'Wicked' I'd like to think of Glinda more villainous than the Wicked Witch, and that tends to carry on into my perception of 'The Wizard of Oz' as well.

In Wicked? She kind of starts out as an antagonist, but she is a good person at her core and she goes through outstanding character development. She definitely is not the villain in this story.

No. Glinda is good. She was a self-centered cow at school but eventually became best friends with Elphaba. She changed. However, she was too afraid to go the same route of defiance as Elphaba - perhaps knowing it wouldn't get them far. Eventually after the events of Dorothy, it was revealed that Elphaba held a bottle of green elixir close to her proving that the Wizard was actually her father . He realised his mistake and accepted glinda's order to move far away. She then arrested Madame Morrible for corruption, and took over guarding Oz. A sad ending because Elphaba was still alive and had escaped with Fiyero to live together, but they couldn't tell anyone; not even Glinda.

Why wasn't that the real dialogue?
