Halsey got a #1 before Ariana, Selena & Nicki. Surprised?
Halsey is a running practical joke on ATRL for her endless growing list of illnesses and conditions, her tryhard image and lyrics, her lack of hit songs, her being overwhelmed and fed up with fame before actually attaining major fame. Yet she now has a #1 Hot 100 before ATRL darlings and annointed future pop queens Ariana and Selena. Are you surprised?
Getting a #1 doesn't mean you have a lick of talent, it just means you're on a catchy song. I'm sure Ariana and Selena could get a #1 with a song like Closer, as they're household names.
Halsey's voice really is nothing special, and could easily be replaced.
Not surprised in the slightest. Her fanbase is massive & very supportive. Her image may be questionable sometimes but she seems to work really hard and she was great live the two times I've seen her so I'm very happy for her.
This should open doors for her next lead single. She's on the right track.

The difference between Dev & Halsey is that Dev never had a stable foundation/fanbase. She just got lucky with radio jumping on a couple of her singles.
I'm confident that Halsey will stick around much longer.
