Why? It's been 3 years since it launched, and all Neo games are also getting released on the standard PS4.

Because if they want the Neo they have to with the financial trauma of buying a PS4 twice. Unlike normal revisions (smaller box, bigger hard drive), this actually effects your game experience so I think a lot of owners will want Neo
