You can upload it directly from your computer, right?

Icloud photo sharing.
https://support.apple.com/en-ca/HT204283
Download the icloud software on your computer and then select the folder on your computer you'd like to sync. Once done. All the pictures in that folder will appear on your phone.

Why would you upload it from you iPad if it's already in your computer, though?

Yesterday, my Internet Moderm has some problems, at that time, my Ipad can connect 3G. But today, my Internet Mordern is OK
