No. She's a pop icon, but in order to be a legend you need to be immensely talented and respected. She doesn't have any acclaim nor any Grammy's. The same reason why Britney will never be a legend. I have nothing against either, but I believe that they both will remain pop icons for the duration of their careers.

Yall have got to realize that very few artist become legends. The only ATRL "pop girls" who are even close to achieving that are Beyonce and Britney. Being successful does not make you a legend. Katy has broken many records and performed on the largest stage in the world. But what makes a legend a legend is untimately their music and nothing in her discography sticks. Her songs come and go like cars in a drive thru.
