I think there's growing interest for China to put the safety gears on in regards to sustainable development - this being an element of it, naturally. The World Resources Institute have been publishing ongoing reports on a sustainable food future that solidify the economic, health and ethical necessity that the world transition towards plant-based foods, and they're outstanding, you can check them out
here.
This is purely from an environmental standpoint, anyway - I believe another reason cited for the change in the official report was health concern, particular in regard to tackling obesity.
