Being Hispanic is considered to be an ethnicity but not a race I believe. Hispanic falls ultimately under the category of Caucasian/Asian. There are three over arching types caucasian, asian and african in descent. Any others fall under one of these three umbrella races as an ethnicity.
It's just that in USA they have turned the term "Latino" or "Hispanic" to lump all of the brown/mixed people who speaks spanish but in reality it's an ethnicty.
Because it's an ethnicity even though it's often used interchangeably with or as a racial equivalent. That's why you'll see a lot of census/demographic questions have "non-hispanic" after white or black because most will group Hispanics without regard to race.

There are lots of black Hispanics too, especially from the Dominican Republic, Colombia, Cuba, etc.
