Beyonce, easily. Her catch phrases, the single ladies video still being so relevant, all her big pop culture moments still being so talked about etc.
Gaga use to be big in pop culture, but it doesn't really feel like she is anymore IMO.

Beyoncé BY FAR and Beyoncé isn't known for completely ripping off other artists she is in her own lane and is the best at what she does.
Single Ladies, her performances, Crazy In Love, DC and all combined have much more impact on pop culture.

more longevity and impact overall.
