I would yeah. She had a flop era, but artists can come back from a flop era. Madonna has done it. Kylie did it.
She will need to have a successful album again though. There is a lot of pressure on the next album. All it takes to capture the imagination of the GP is a great song. I am not ruling her out. Hopefully she can come back with an album with better songs than Artpop.

Yes, anyone that says no is obviously lying. She has more power/impact than all of them except Beyonce. Just because she had an under-performing era doesn't tarnish her entire status as a main pop girl.
