How do you calculate the chart?
I count countdowns that have been updated on the tracked week, so I see each songs that a person likes, and in what positions they have it even if the chart is a "Top 40", "Top 30", "Top 15" or whatever, I count each song, but obviously a lot of them don't even make it to the 300th position XD.
So depending in the position each person has a song I give them points, then over last.fm I see how many people listened to a song on the week and I use that number as a population sample, so if 76 people of 260 on the group listened to a song it's obvious that at least 1,026+ ATRLers listened to the song, so I gave them points depending of how many ATRLer listened to it.
Popularity is really different, I always check ATRL throughout the day, and I always check what new threads are made, and what artist is being mentioned the most, so I gave them those popularity points, for example, let's say Madonna is being mentioned a lot with her song "Give Me All Your Luvin'", then that song will have some popularity points, though Popularity points are about 1% of the total tally which is... really nothing.. though they can make a change if a song has 24% and other has 24.01% points, so the song with 24% can reach to 24.02% and take a higher position that the one with 24.01% that wasn't popular this week.
Because the chart has more than 28,000 followers on twitter and they became attached to the tally, they now give their own list of songs they like, so this counts as another bonus for each chart (there are a lot of Latin followers, which increased the activity on Latin charts); it isn't a problem to add them because they lurk ATRL but haven't joined, so they are ATRLers, even if they haven't officially joined.

You can send me a list of at least 10 songs (songs not older than 1 year since
single release) in PM each week; also if you have a Last.fm account you can join

ATRL Group in order to
get your plays tracked.

Do I need to send you the list of the songs whenever I update
my countdown?
It's not necessary , I am watching each Countdown to get the updates.
Are only the popular songs being tracked?
No, each song you have in your countdown is being tracked. Anyway, if you
are the only one who has X song, then it will be almost impossible for it to
debut in the chart.
The remixes of songs count as a different song?
No. All remixes, radio edits, video versions, songs translated in
different languages, implicit/explicit versions an so on count as the same song.
Is there any recurrent rule?
No, songs can be charting all the weeks they are able to.
The songs need to be singles in order to chart?
No, any song can chart. Doesn't matter the language, genre, single status,
the year of release, etc.
Obviously older songs would need a great amount of Points to get in the chart,
because the countdowns over here are mostly filled with the newest songs.
Are demos eligible to chart?
No. Demos cannot chart on any tally.
If a demo is leaked and there's no an official version of the song, then it cannot chart.
But if a demo is leaked and there is an official version of a the song (let's say a demo
of "Call Me Maybe" is leaked) then it will count as a remix or different version of the song
and will give it points to chart higher if the demo is part of a list/countdown or is scrobbled
on last.fm.

Isn't unfair to add to the formula what the followers of the chart
on twitter like even if they don't have an ATRL account?
No it isn't unfair, as most of the followers usually enter to ATRL on the links
I provide, they also lurk on other threads and start visiting ATRL as guests, so
they are non-official ATRLers. Guests are as important as Members because
all of them give views to ATRL, which is what gets it running.
