Hmmmm. Probably Beyoncé but only because of her longer career. Gaga's fanbase is slightly more international rather than local though.

Beyonce, but Gaga isn't too far behind her. I think the average American can tell you more about Beyonce (ie., SL,CIL,Jay Z, Blue, DC) than they could about Gaga.

This is off-topic but touring is only part of the equation. Sure, Beyoncé's tour numbers are great but so are Madonna's yet you don't hear her music on the radio anymore. Beyoncé hasn't had a hit since Single Ladies and her album sales outside the US are not exactly great either.

I have yet to meet a single person who doesn't know Beyonce.
