No. I don't think enough people will watch the iTunes festival without already being fans that would have bought it, etc. It will surely convince some people to buy the single/album, but I'm not counting on too much of an effect in America.
It's a possibility considering people can watch it direct from iTunes and then buy the song / preorder the album immediately after, but I don't think so.

I dont think so, After the Music Video & VMA performance it didnt go #1 (no shade)

You've got to be really into music to know about the ITunes festival. So its effect will be barely noticeable, and I think the aim is more to promote ArtPop than Applause.
