Fun Fact: Sales in the 80s in Japan were lower than they are now. If sales in the 80s were as high as they were in the 90s/early 2000s Akina and Seiko would take the top 2 slots.

I'm sure she's in the international one.

After all, she is the number one best selling international artist there.

With Utada on hiatus and Yumi flopping like it's hot I bet Namie will grab that #2 spot in a couple of years

Mariah is the highest selling international artist in Japan with about 2 million albums I think. Music that isn't in Japanese is really irrelevant in Japan.

And at Utada. The highest selling American artist in Japan of all time. :

Almost the same thing. Foreigner acts barely released CD singles in Japan - albums were always the big deal for international acts in Japan anyway. An international act can't beat a japanese act when single sales are counted. That's for sure.
