No. Not even close, and I probably wouldn't consider Britney (maybe Beyoncé) legendary either. Legends develop over time, and you can only be one when you've: A) Made a large impact, and B) Had your career looked over and praised/appreciated in retrospect.
She's an icon in a way, but definitely not a legend and this is from someone who actually likes her, not someone who will just butcher her for the hell of it.
Yes, American Idol was on the decline before she came on and revived it. After 10+ years of making music, she had the #1 female single of 2011 WW (beating even Adele!). She's respected by Hollywood and will appear in not 1 but 2 high-profile films this year.
