Katy hasn't proved what she can do without the discounts, yet. Lady Gaga is a GREAT digital seller as well, but not as much as Rihanna.
Edit: decided to go ontopic. Its hard to say, Rihanna consistently has 3m+ hit singles but they rarely cross the 5m mark if not the 4m mark in the U.S. Katy has a high single sells rate, but she also does heavy promo with discounts and remixes that don't necessarily add to to the single sales she has that are at full price but they still contribute. Then Gaga has high world wide sales appeal with her first two eras having massive sales, but the BTW era kinda slowed all of that down.
