Look this information of Hilary Duff next projects:

1. Hilary starts filming "Stay Cool" this week.
2. Recording for the album also starts later this week/early next week.
3. About 6 songs written. 11 instrumentals sent to us so far from 5 different producers.
4. "Reach Out" premiering in August.
5. Delays were caused by a dispute on whether this should be the "teaser/heater/promo" single for the album, or the first single.
Also, some revisions in the video concept.

More than likely it will be Promo because if she is now going to start recording the album that would be the album is in starting production which albums usually take about 3-5 months to record then it will be released about 1-2 months after recording stops to get everything finished and plans for promoting which for Hollywood Records won't be that difficult

"Reach Out" will be too racy for Disney. Hell, they had to edit "With Love" and "Stranger" wasn't even played on the station. She's grown out of her Disney days. (I can't say the same for Miley.)
