I'd say it's really close between Missy Elliott and Nicki Minaj.

Missy Elliott was huge in the late 90's/early 2000's, but Nicki is currently the popular female rapper. I feel like most people generally like Missy Elliott more though, like I've never really seen anyone say "ew I hate Missy Elliott" whereas Nicki is very polarizing, some absolutely love her, and some hate her.

Lil' Kim or Lauryn Hill depending on the type of person you ask.

Lil Kim is the queen and the blueprint for female rap (Nicki is proof of that).

I would vote Taylor Swift. She has several very popular songs featuring what could be classified as rap:

Shake It Off, Both of Us, Bad Blood (remix), Out of the Woods, We Are Never Ever Getting Back Together etc.

Talent wise? Azealia.
