I actually think that the theory of Cersei and Jaime being targs bastards is pretty solid. The thing that made me doubt the most about it was the date of birth of the twins in "The World of Ice and Fire" but since the source is a maester that works with Pycelle I'm pretty much running for the theory.
You have Genna telling Jaime that he was never Tywin's son:

Then, Jaime's dream:

“Is it?” She smiled sadly. “Count your hands, child.”
One. One hand, clasped tight around the sword hilt. Only one. “In my dreams I always have two hands.” He raised his right arm and stared uncomprehending at the ugliness of his stump.
“We all dream of things we cannot have. Tywin dreamed that his son would be a great knight, that his daughter would be a queen. He dreamed they would be so strong and brave and beautiful that no one would ever laugh at them.”
“I am a knight,” he told her, “and Cersei is a queen.”
A tear rolled down her cheek. The woman raised her hood again and turned her back on him. Jaime called after her, but already she was moving away, her skirt whispering lullabies as it brushed across the floor. Don’t leave me, he wanted to call, but of course she’d left them long ago.

I mean I guess Joanna would cry because Jaime and Cersei ended up being pretty ****ed up but it makes no sense after the things she said about Tywin, he got those two things for a time, unless he'd never gotten them in the first place because neither Cersei nor Jaime are his children.
Then you have the fact that many Targaryens had attraction for their siblings like Jahaerys II and Shaera:

He was forced to relent to his children's wishes, while at the same time dealing with the anger and wounded pride of both House Tully and House Tyrell.

How delusional they are.
