Katy Perry of course. She has much more global impact than Miley. Miley's albums bomb in comparison to Katy's.

I need to see album stats because, besides Can't Be Tamed, I thought Miley is a great album seller. And I'm pretty sure Miley has the bigger net worth. And, as the OP stated, Miley's tour grossed more than Katy's with half the shows.

If you look at their total careers, I'd say Miley. But currently, in 2013, I think Katy is bigger.
