I didn't add her because I thought she started going downhill because of personal issues in the mid 90s...
She still scored the biggest selling gospel album of all time during that period. "My Love Is Your Love' also was a big seller, comparable to Butterfly and The Velvet Rope.
I feel like the 90s didn't have one ultimate queen.
Janet and Mariah weren't that popular outside the US and yet Madonna's sales were weaker than theirs. Still, in terms of impact, Madonna is closest to that title, imo.
