Both. I kind of consider Oceania to be a general "area" as opposed to an actual continent. Kind of like how the Carribean islands are commonly considered to be "Central America" even though that isn't actually a continent.

Oceania is the continent, otherwise NZ and Tonga etc. would have no continent
