"It girls" are generally new to their level of success, so not Rihanna, Gaga, or other already-relevant girls.

Britney was the it girl for 1999 not 2000. Christina won the Grammy's Best New Artist, was named Billboard's Female Artist Of The Year, and got the World's Best Selling New Female Artist at the World Music Awards, the legend owned 2000.
