How is it determined?
Since virtually, most members on the site use last.fm for tracking, and lots of others use the Your Top Ten section to make their lists, the chart is composed from the last.fm group (join! http://www.last.fm/group/Absolute+TRL/) and the YTT subforum. The song with the biggest total of points will be the one who reigns supreme, etc etc.
When is it posted?
Once a week.
What's allowed to chart?
ANY SONG that has enough points to chart. It doesn't matter genre, language, if it's single or album track, if it's explicit, clean, remix or if it was released 1 century ago. I don't care if the song is from 2013, if it gets enough points to chart, it will make it. Because this chart represents what's popular on ATRL in the week, no what's popular worldwide because of new tracks non-sense.

Week for December 15, 2014
Nicki's week in town has just begun. Last week's tracking period only included just a little days of 'The Pinkprint's leak -- Anaconda jumped up to #2, and if she doesn't show any signs of slowing down the hype the single could finally hit #1 with this full week of the album release. The song has spent 4 weeks at #2 (all ironically have been to 'Shake It Off' / 'Blank Space'). 'Bed of Lies' and 'Only' surge into Top 10, and 'Pills N Potions' debuts at #11. Had Gwen not fell 3 more positions than 'Bang Bang' she'd have been the only artist to ever have the highest debut, jump, and fall in a week.
Charli also having a release sends 'Boom Clap' back to T10, and 'Break the Rules' re-hits it's peak at #15. Mariah enters the chart with the Christmas classic 'All I Want for Christmas Is You' at #36. Let's see how much it'll surge within the next 2 weeks. 
'Dark Horse', 'XO', and 'Drunk In Love' will have their final weeks on the chart this week, then retire. Singles older than 1 year cannot rechart unless currently charting on Hot 100 / Top 40 Radio (generally a rule for songs that don't catch fire until late after release). This rule is also the same reason AIWFCIY can re-chart despite being over 1 year old.
