Welcome, ATRLers, to the Comic Book Villains rate. This is the continuation of the Superhero rate, which was hosted earlier this year by our fellow ATRLer Nikolai.
What would our superheroes be without their villains? Villains play a huge part on comic books, since superheroes wouldn't be what they're without them. In some cases, there are villains who are even better characters than their superheroes.
So, in this rate, we'll find out the best villains of all time (ATRL's opinion). For that, send me a list with 15 villains. Your #1 will get 15 points, and your #15 will get 1 point.
You have two weeks to send me your lists (deadline - 30/8). If I don't get enough lists, I'll extend the deadline a bit.
To help you, I made a list with 51 villains (from DC and Marvel), but you can choose villains that don't appear on this list.

Whats the cut off point for someone to be defined as a villain? does it have to be mainly what they are known for? because comic books are messy are basically everyone has been a villain at some point
