No it's not. Not all hit albums are created equal. TEAs are a much better way to compare digital era album sales to pre-digital era album sales than messing up certifications.
Also, I don't see the need to change certifications now that we have Nielsen Soundscan. They aren't nearly as important as they were before we had such an exact way to count album sales.
