I don't think it has to do with a rule change, at least I doubt they will make free downloads eligible to chart. They just can't see the difference between free downloads and paid downloads, so if they manage to spot the difference it doesn't necessarily has to mean Bowie will get the #1 spot. Because I think iTunes doesn't count free and paid downloads separately too, meaning it could be #1 on the iTunes Singles Chart because a lot people downloaded it for free with the album pre-order and not actually paid for the track only without pre-ordering the full album.
