Gaga, hands down. Rihanna doesn't have any iconic fashion pieces, whereas Gaga has the meat dress, the hair bow, and people even associate McQueen's armadillo heels with Gaga. People are always interested in what she's going to wear.
But at the same time, Rihanna is still a fashion icon. If she can begin to sell fashion magazines the way Gaga has been able to and even land the most prestigious spot in fashion, the September Cover of Vogue Magazine US, then maybe she could become bigger.

All of the "iconic" things you mentioned are things that the public no longer cares about and that the industry never really did. Rihanna has a style that is emulated by tons of people daily and that is what makes her a fashion icon, not having one piece that the blogs talk about for a few days.
