I'm not even talking about the singing/songs/etc. Let's talk about which tours had the best sets, costumes, and "spectacle", accounting for the available technology of the time.
My choice is Drowned World. It was so dark, cool, mysterious, and sensual (instead of sexy) because of the mood. Very different from any concert tour up till then and since.
Bonus: Dark Hair Madonna...I wish she'd do this away.
As for the worst, as much as I loved the setlist of the Re-Invention Tour, it seemed like a Junior High drama club production by comparison...
Despite the iconic "runway walk" on the Hung Up closer which I replay to this day, My gripe with the Confessions is the fact that it seemed like she just walked into a Kylie concert. It was too...cherry and bubblegum. No wonder Madonna seemed like she hated doing it through most of the setlist.

S&S, my favorite and so dear to my heart has the worst visuals, combined with her shredded body it was a mess, it is still the best tho
