Question is simple. Gaga and her team have sabotaged countless artists since her debut. Flo Rida and Ke$ha when Gaga allegedly removed Right Round from iTunes, they sabotaged Britney when they allegedly paid stations to stop playing Hold It Against Me and play Born This Way instead. Then they tried sabotaging Katy by releasing Applause the same day as Roar. Now, they allegedly paid iTunes to take Roar and We Can't Stop off of iTunes, to eliminate her competition.
Perez has also confirmed that Gaga has sabotaged Kerli Hilson, Natalia Kills, Katy Perry, Porcelain Black and even our beloved Xtina.
As punishment for her unsportsmanlike actions, should Gaga be banned from charting on Billboard?

I'm not saying Gaga's team is behind it, but after Perez's confirmation that she has indeed sabotaged artists in the past, I think it's very possible.
Billboard seriously needs to look into this because I don't think it's fair for the other artists. Maybe give all Gaga songs and albums a multiplier of 0.7 so she peaks lower? I think that would be more fair since completely banning her would be overreacting.
