Probably Katy. Bruno has a little to be desired, at least album saleswise in the U.S. But it doesn't help they had to abandon the era, either.

And he outsold her in pretty much every major music market outside the US, by a considerable margin.

In UK they sold almost the same, in US Katy outsold him, i don't think he sold more than 5 million copies
