Soundscan has been counting sales since 1991, so the sales of albums released before that year aren't included here. 
Also they don't include Music Club Sales that were very popular in the 90's but the RIAA includes those sales.

Well duh. SS figures do not include pre-1991 sales. They also omit all BMG club, Columbia club and other club sales which were massive in the 70s-early 00s.
Same goes for Mariah's debut, Whintey's and Janet's older albums and so on.
