I would say pop in general has always been looked down upon, regardless of who sang it. Female popstars largely get no respect. While their male counter parts can often do no wrong (Micheal & Justin Timberlake benefit immensely from this), People felt similarly about pop music back in the 80's with Debbie Gibson, Tiffany, Paula Abdul, Samantha Fox, Madonna and the like. You could argue that Britney is a figure head that strengthens this belief, but it certainly didn't originate with her.
People have always derived pop music. People hated the Monkey's too for being commercial as well as Leslie whatever her name is who sang It's My Part (and I'll cry if I want too). You could blame Britney but you would also have to blame all the others who came before her such as The Backstreet Boys, Hanson, The Spice Girls, Sixpence None the Richer, the Crush singer girl, etc. and others. Female pop stars in general don't get much respect.

Madonna was not respected in her prime. Her voice was often called Minnie Mouse on helium and people in general saw her as disposable. It wasn't until the late 90's that Madonna started getting real respect for what she did and that was largely seen as the change of seeing her as a serious artist. Ray Of Light changed a lot of things for her but she was not always seen that way. The first 12 years of her career she was well disliked, not respected as well as hated for what she said, what she did and derived for the songs she sang.
