The rest of Asia, Latin America, etc.
They obviously include estimates for the whole world, it's just that sometimes they underestimate some markets but that doesn't mean they don't include them.

Yup.
I can attest the certification in the Philippines. Baby One More Time is one of the best selling albums of all time here. And that certification was back when Platinum meant 100K albums sold. Now the number degraded..
