That's seems REALLY bad for Katy but most people don't pre order an album when you've only heard one song so it doesn't really mean anything but still very surprising.
I think this happens because Katy does not have that many crazy fans that'll buy anything she puts out(the ones jumping on her bandwagon to hate on Gaga are obviously not actual fans).Most of her listeners buy her music after they get to listen to it and like it.She'll crush Miley in the long run anyway,and maybe even GaGa.

Well, when the album went up for pre-order on Sunday morning, you were asked to purchase "Roar" to preorder the album. The problem was that most people who wanted to preorder had to "buy" Roar again (since most of them had it). That probably deterred people from preordering it. They've fixed the problem recently.
