Why does Europe define "WW"?
It seems that on this site, an artist is local if they don't chart high in Europe.
Why is this?

Europe does not define Worldwide.
Many other factors define Worldwide, such as Canada, Australia, Brazil, Japan, and the list keeps going.

No. An artist is local if they don't chart high outside their own country.
Only charting in countries (apart from their home country) where music isn't a significant factor is negligible, which still makes them local.
