Physical singles sold very well in the 1990s! At least one song went double-platinum every year 1989-98 except for 1994! Remember these singles cost $3.50 or more, so basically double these certifications and you get an equivalence to digital downloads.
Labels got greedy and started trying to force listeners to buy the entire albums. This led to stores selling imported singles from other countries where the labels released the songs for singles. Out of spite, I would buy the imported single of songs I liked instead of the entire album, because the US labels earned nothing off the sales of imported singles lol!
