2000's market was much bigger, but albums were less frontloaded. It was also unheard of for female artists to have fanbases that RUSHED out like that and had the same level of anticipation and hype as all-male rock bands, boy bands and the occasional male country star (the only ones who had HUGE debuts). Britney was literally the first female artist to have that kind of fanbase and rush factor for her albums, even the other girls of the time like Xtina never sold that much first week. So no, there's really no guarantee that, if Taylor had existed in 2000 like she does now, she would have sold nearly that much.
