Hong Kong and Macau are considered special regions in China, but they are still a part of China. Maybe a comparison could be the US Virgin Islands or Puerto Rico -- they are still a part of the United States, although they are special districts / territories. The UK, meanwhile, is a more of a league, per se, of countries. England, Scotland, Wales, and Northern Ireland are still considered separate countries.
