That's a tough one but I would go with Beyonce. From her early career Britney has the classics BOMT and OIDIA but Britney Spears suffers because a lot of her songs from 2003 to 2007 were not very played often on radio. Her later albums like Circus and Femme Fatale produced hits but they're kinda forgotten about now. Whereas with Beyonce all of her eras except for "4" had at least one memorable hit.
