It costs money to keep releasing singles, making videos, promoting them, etc. From what I read, RCA invested a large amount of money on this album, and aren't seeing their money back. So at some point, they need to pull the plug. It's the same with movies - when an expensive movie is underperforming, often the studio decides it's best not to keep pouring money into trying to keep it alive - that pulling the plug will keep them from wasting even more money, b/c ultimately any increase in sales they may get won't be worth the extra money required to get that increase.
