Who could still use such a inhumane form of punishment on potentially innocent "convicts"?

Idk. I'm kind of a "two wrongs doesn't make a right" kinda guy, I'd rather they just have someone sit they ass in jail for the rest of their lives or better yet as someone mention send them to exile.

It depends but i dont really see the point in it... if i was a victim of something extremely terrible id rather have my aggresor be publicly tortured or in jail for life..
