But it's equal parts both. Amerie doesn't dance as well as Ciara and Ciara doesn't sing as well as Amerie. So it's whatever you think is more important.
I would say dancing, because in the days of lipsyncing you can't really get away without dancing unless you're really belting out. So... still Ciara.

VOCALLY
Amerie is the most in tune. Rihanna has a strong voice but she's out of tone when live most of the time and she doesn't dance so there's no excuse. Ciara has a descent voice and gets much credit because she sings live and gives the most original and hard core dance moves outside of sexy stipper poses that rihanna and amerie give. so vocally i'll give it to amerie
DANCE MOVES AND CONFIDENCE = OVERALL PERFOMER
Although not the strongest vocals CIARA demands attention on stage. I see her and not her dancers, they don't overshadow her on stage. Dance wise offcourse the other 2 can't touch her. Even more inspiring is the fact that she wasn't in talent shows and groomed as a child. She just started performing about 5 years ago. So I think she has a lot more to show still.
RIHANNA is getting better. she's a descent dancer but very very stiff still on stage. She looks uncomfortable at times and that doesn't scream confidence. but as i said she's getting better. AMERIE tries. For some reason she gets the dance steps but she doesn't connect with the moves. There is such a thing as dance soul and she just doesn't have it.
Ciara's in a league of her own when it comes to overall performing and dancing as a hardcore performer while Rihanna and Amerie are mediocre at best in the rhelm of 'sexy can i' performers and often times there dancers are more interesting to see than them.
Therefore in winning 2/3 categories, I'll give it to Ciara w/ these being some of my favorite performances from her:
