There's sex ed here and some good resources, especially with colleges where there can be tons of sexual activity. There's also a ton of various ads around the city about HIV and getting tested.

I think it's also a thing of how many people are educated, in the sense that they attended high school and/or college, because they might know better or just won't care as much.
